Business Retention & Expansion Reports

The Carroll Area Development Corporation (CADC) collects Business Retention and Expansion (BRE) data to understand local market trends. Specifically, the CADC participates in the annual  Business Expansion and Strategic Trends (BEST of Iowa) program to collect BRE data because it is a statewide business retention and expansion program.

The BEST program is a collaborative effort between local developers, MidAmerican Energy, Alliant Energy, Black Hills Energy, Iowa Area Development Group, and the Iowa Economic Development Authority (IEDA). The CADC uses BEST as it is a national model used for existing business data collected through Synchronist PRIME interviews with local employers.

The CADC has over 10 years of experience collecting BRE data. This data helps us understand local trends on workforce, business development and growth, cost increase, regulatory burdens and more. While the survey content covers successes, expansion opportunity, workforce, technology and community satisfaction topics, the effort also provides the opportunity for CADC staff and board members to connect with local business leaders to understand more about their markets and conditions in the Carroll County area. While the full list of visits is completed on a biennial basis, those companies that fit the target industry sectors of Iowa Economic Development Authority are completed annually.
